The rule fires when the named source publishes this class for the point being asked about. Until the source does, TerraOverview adds nothing.
TerraOverview interpretation: zone with no established exceedance, some pollutants not assessable
No exceedance of the health limit or target values is established in the zone, but for one or more pollutants the data reported were not sufficient to make an assessment. For those pollutants the source says neither that the limit value is met nor that it is exceeded: it says it could not be established. This is not an intermediate class, it is a missing assessment.
