The rule fires when the named source publishes this class for the point being asked about. Until the source does, TerraOverview adds nothing.
TerraOverview interpretation: site in the European register within 500 m of the point with no releases reported for that year
The register holds a site within 500 metres of the point that reported no releases for that year. It does not mean the site emits nothing: it means it stayed below the E-PRTR thresholds, or that it reports under the industrial emissions directive alone. The year beside the site says when it last reported; a site that no longer reports may have closed.
